On the morning of June 27, 2026, thousands of young job seekers poured onto the sprawling campus of the Kakatiya Institute of Technology and Science in Warangal. Some had travelled hours from neighbouring districts. Many carried printed CVs; others wore freshly ironed shirts in anticipation of a moment they had been waiting for. By evening, more than 1,000 of them would walk out with something considerably more valuable than they had arrived with: a job offer.
That transformation - from aspirant to placed candidate, in under twelve hours - was the ambition behind Kaushal Mahotsav Warangal 2026, a high-intensity, single-day recruitment and skilling fair organised by the Ministry of Skill Development and Entrepreneurship (MSDE) in collaboration with the Government of Telangana and the National Skill Development Corporation (NSDC). The event stands out not merely as a government programme ticking boxes, but as a measurable, on-ground intervention in one of India's most pressing socio-economic challenges: the yawning gap between skilled youth and quality employment.
A State Under Pressure: Why Warangal Needed This
The backdrop for this event is one of persistent anxiety. According to the Periodic Labour Force Survey (PLFS) for the April-June 2025 quarter, Telangana's youth unemployment rate has climbed to 20.1 percent - significantly higher than the national average of 14.6 percent. Among young urban women in the state, that figure spikes to 28.6 percent.
A study by the Rajiv Gandhi Institute for Contemporary Studies found that urban youth in Telangana face unemployment at 25.4 percent, compared to 9.7 percent in rural areas. Graduates are heavily impacted, with 20 percent of college graduates and 19.7 percent of diploma holders unemployed - suggesting a severe skills mismatch.
Inside the Mahotsav: How 4,500 Registrations Became 1,000 Job Offers
Over 4,500 candidates pre-registered for the event, with more than 2,200 participating in the on-site recruitment process. Against this pool, over 90 prominent employers engaged with candidates across various sectors, resulting in more than 1,000 confirmed job offers. That is a conversion rate of approximately one in two among those who sat for interviews - a figure notable even by the standards of urban recruitment fairs.
The sectors represented were strikingly diverse: manufacturing, automotive, logistics, textiles, retail, healthcare, IT-ITeS, telecom, tourism and hospitality, and banking, financial services and insurance (BFSI). This breadth was intentional. The event was designed to accommodate candidates from the full educational spectrum - school pass-outs, ITI graduates, diploma holders, undergraduates, and experienced professionals - ensuring that no candidate's profile was too basic or too specialised to find a match.
Crucially, the event did not end when the lights went off. Candidates who did not receive offers on the day were not simply turned away. According to the official statement, their applications will continue to be evaluated by participating employers, with eligible candidates contacted directly for subsequent rounds of selection. This pipeline approach distinguishes Kaushal Mahotsav from a conventional job fair: the event is a starting point, not a single shot.
TOMCOM and the Global Horizon: 200+ Overseas Opportunities
One of the more distinctive features of the Warangal edition was the participation of the Telangana Overseas Manpower Company Limited (TOMCOM). A registered entity under the Department of Labour, Employment, Training and Factories of the Government of Telangana, TOMCOM was incorporated in 2015 and empanelled with the Ministry of External Affairs as a state government recruitment agency for overseas jobs. Since its inception, more than 2,800 candidates have been sent to countries including Qatar, the UAE, Saudi Arabia, Malaysia, Kuwait, and Oman across sectors ranging from construction and healthcare to automotive and education.
TOMCOM has since entered into partnerships with government and private registered agencies across Australia, Canada, Germany, Hungary, Japan, Poland, Romania, the UK, and Gulf countries. At Kaushal Mahotsav Warangal 2026, TOMCOM served as a dedicated recruitment partner, facilitating more than 200 overseas employment opportunities for eligible candidates - offering aspirants not just pathways to Hyderabad or Bengaluru, but to international labour markets.
Beyond the Offer Letter: Skilling, Apprenticeships, and Career Pathways
Recruitment was only one layer of what transpired at KITS on June 27. The event simultaneously served as an awareness platform for India's flagship skilling ecosystem, with candidates receiving guidance on programmes that can strengthen their employability long after the Mahotsav ends.
Since its launch on July 15, 2015, PMKVY has completed a decade and trained over 1.63 crore candidates across four phases. Under PMKVY 4.0, which focuses on a modern skill development ecosystem and future-ready courses, over 25 lakh candidates have received training as of July 2025. A 2025 evaluation by NITI Aayog found that 94 percent of employers are willing to hire more PMKVY-trained candidates - a powerful validation of the programme's industry relevance.
Candidates at the Mahotsav also received guidance on the National Apprenticeship Promotion Scheme (NAPS) and Skill India Digital. For candidates who did not receive job offers on the day, awareness of such programmes provides a structured next step - a way to skill up, re-certify, and return to the market better prepared.
The Larger Architecture: Where Kaushal Mahotsav Fits
NSDC has built a network of 450-plus employers and aggregated over 1,88,000 job vacancies through its Kaushal Mahotsav editions across the country, while also registering over one lakh candidates through fairs held at different locations. Each edition is tailored to its local economy and candidate profile - the Warangal edition reflects this sensitivity through its sector mix, the TOMCOM presence, and the inclusion of EV, automotive, and textiles employers aligned to the region's economic base.
The medium-term question, of course, is whether offers translate into durable employment. Telangana's 2024 Employment Study found that informality in the labour market is rampant: 54.9 percent of workers lacked formal contracts, 40.3 percent received no paid leave, and 46.7 percent had no social security access. Connecting candidates with credentialled, named employers in formal sectors - as this event did - is therefore a meaningful step in the right direction.
